Development Finance Glossary

Development Finance

A term loan used to fund building projects, like new developments, renovations or property conversions.

The money is released in stages as the work progresses and is usually repaid through selling the property or refinancing it.

Residential Development Finance

A secured term loan used to fund residential projects, such as housing developments, building, renovating or converting houses and apartments.

Build to Let Development Finance

Funding used to build residential properties that are kept and rented out long term, rather than sold after completion.

Commercial Development Finance

A secured term loan used to fund commerical property projects, such as building, renovating or converting offices, retail units, or mixed-use developments.

Stretch Senior Loan

A senior-secured property loan that offers higher borrowing than standard senior loans, reducing the need for extra equity or mezzanine finance.

Mezzanine Development Finance

Secondary secured funding that comes after senior debt, helping reduce the amount of equity needed for a property development.

Senior Loan

The main loan secured against the property. It gets repaid first if the project fails.

Bridging Loan

Short term funding used to cover a temporary finance gap, like between buying land and getting a long-term development finance.

Joint Venture Finance

Funding from a partner instead of using your own money, often covering up to 100% of the project, with profits and interests shared.

Equity

The developer’s own money invested in a project, usually 10-40% of the total cost.

Second Charge

A charge on a loan for mezzanine funding which sits behind the senior loan charge.

Gross Loan Facility

The total loan amount, including fees and interest.

For example, a £1,000,000 loan at 5% interest for 12 months would have a gross loan facility of £1,050,000

Capital Stack

All the finance used in a development, including developer equity, senior loans, mezzanine finance and sometimes public funding.

Arrangement Fee

A one time fee paid to the lender when the loan starts, usually a percentage of the loan, either added to repayments or paid seperately.

Drawdown

Funding released in stages over time, for example, part before the project starts and the rest as the work progresses.

Rolled-up Interest

When the interest is paid at the end from a sale or refinance rather than being paid as ongoing payments as part of your agreed repayment plan.

Gross Development Value (GDV)

The expected value or selling price of a property once the development is finished.

Loan to Value (LTV)

The ratio of a loan to the property’s value.

Interest Rate

The cost of borrowing, usually charged monthly or quarterly, expressed as an annual interest rate of the loan.

Return on Costs

A measure of project profitability.

It shows if the costs are covered and if the projects makes enough profit, usually aiming for 25% or more.

Default Rate

Extra interest charged if a borrower misses payments.

Overage

A clause where the lender or local authority gets extra money if the property’s value exceeds forecasts.

Cost Overun

When development costs exceed the budget, sometimes requiring extra funding.

Monitoring Surveyor

A surevyor hired by the lender to check the project’s progress and approve each stage of funding.

Building Regulations

Rules in the UK that construction must follow.

Approvals are needed at key stages, like before work starts and when the project is finished, to ensure the property is safe to live in.

Underwriting

The process lenders use to assess the risk of a borrower and project before approving a loan.

Exit Strategy

The plan for repaying a loan, e.g selling the finished property, refinancing or renting it out.

Exit Valuation

The estimated market value of a property at the time of sale or refinance.

Forward Sale

Selling a property or development before it is completed, often used to reduce risk.

Personal Guarantee

A legal promise by an individual (usually the owner or director) to repay the loan if the business cannot.

Compound Interest

Interest calculated on both the original amount and any interest already added, so the total grows faster over time. Interest is accrued and paid back typically at the end of the loan via sales of the developed units.

Development Finance FAQs

Development Finance FAQs

What is Development Finance?

Development finance is a type of lending that helps businesses, entrepreneurs, and property developers to access funding for development projects, both residential and commercial.  It is a more specialised form of finance which is mainly targeted towards development projects such as construction, refurbishment, and renovation. This type of funding is often used when traditional loans and other forms of financing are not available or not enough. The loan is paid in tranches as the development progresses and is typically repaid from either sales or refinance of the property.

How Does Development Finance Work?

Development finance works by providing money to the borrower, usually in the form of a loan. The value of the tranches relates to the value of work completed and is typically paid after the work is completed. This money can then be used to fund a specific development project, and not for general use by the borrower. Development finance typically consists of two components, with one being for the development costs and another typically for part of the land cost. The loan can be repaid by sales or refinance of the project.

What Is The Difference Between Finance And Development Finance?

The main difference between finance and development finance is that the latter is used specifically for development projects. Finance can be used for a variety of projects, from buying a car or a house to starting a business. Development finance, however, is focused solely on development projects, such as constructing a new house or renovating a business premises.

What Are The Advantages Of Development Finance?

Development finance offers a number of benefits:

  • Access higher leverage than traditional bank loans
  • Preserve capital across multiple projects
  • Roll up interest during construction
  • Fund both land acquisition and build costs within one facility
What Is Usual Term For Development Finance?

The repayment term for development finance can vary, depending on the project and the lender. The term of the loan needs to be sufficient to allow time to commence works, complete the construction, and have time for the sales or refinance to complete.

Who Can Take Advantage Of Development Finance?

Development finance offers a valuable funding solution for property developers, businesses, and entrepreneurs seeking financial support for their development projects. This flexible financing option can be utilised for various types of projects, including new builds, conversions, refurbishments, renovations, and extensions. Whether you’re looking to fund residential or commercial property developments, development finance provides the capital needed to bring your vision to life. From funding construction projects to converting buildings into flats or offices, property development finance caters to the diverse needs of ambitious individuals, entrepreneurs, and organisations in the real estate industry.

Do You Support First-Time Developers?

Yes. While experience is important, we assess the strength of your professional team, including contractors, architects and project managers, to ensure the scheme is technically and commercially supported.

Do I Need a Limited Company or SPV to Apply?

Most developers borrow via a Special Purpose Vehicle or UK limited company. We are experienced in lending to these structures and can discuss alternative arrangements where appropriate.

Does BLG Work With Intermediaries?

Yes, we regularly work with brokers and introducers and value long-term intermiediary relationships.

How Much Can You Borrow for Development?

Loan size depends on project fundamentals, including total costs, projected end value, location and borrower experience. Facilities are structured around a combination of Loan to Cost and Loan to Gross Development Value metrics.

How Much Cash Contribution Do I Need for Development Finance?

Your required contribution depends on risk profile and leverage. In suitable cases, developers may contribute around 10 to 15 percent of total project costs. Final terms are subject to valuation and underwriting.

Can You Get 100 Percent Development Finance?

True 100 percent funding is rare. While high-leverage structures may reduce your cash input, lenders typically require some level of developer equity or additional security.

What Is the Difference Between Senior Debt and Stretched Senior Finance?

Traditional senior debt typically funds around 50-70 percent of a project’s end value. Stretched Senior finance is a higher-leverage structure that can extend funding further, potentially up to 90 percent of total project costs in suitable cases, subject to valuation and project fundamentals.

Can Interest Be Rolled Up During the Build?

Yes. Interest is typically rolled up and added to the loan balance, meaning no monthly repayments during construction. The full balance is repaid at exit.

What Is Hope Value and Can It Be Used as Equity?

Hope value refers to the uplift in land value based on potential planning or development prospects. Existing equity in land, including hope value, may be considered as part of your contribution, subject to independent valuation.

Will I Need to Provide a Personal Guarantee?

In most cases, directors are required to provide Personal Guarantees as part of the lending structure. Terms are discussed transparently during the offer stage.

What Types of Projects Are Eligible for Development Finance?

Eligible projects may include:

  • Ground-up residential developments
  • Office to residential conversions
  • Permitted Development schemes
  • Heavy refurbishments
  • Mixed-use developments

Each scheme is assessed on its commercial viability and local market strength.

Can I Use Development Finance for Permitted Development or Office Conversions?

Yes. We regularly consider Permitted Development and conversion projects, subject to viability, planning compliance and valuation.

Can You Provide Finance for Land Acquisition Before I Have a Build Contract in Place?

In some cases, we can provide land-only or early-stage finance to help secure a site. This may transition into a full development facility once build costs and contractor arrangements are finalised.

Do You Require a Fixed Price Build Contract?

We generally expect a fixed-price contract, such as JCT or similar, to ensure cost certainty. Alternative arrangements may be considered depending on experience and project structure.

Does BLG Fund Modern Methods of Construction?

Yes. We are supportive of Modern Methods of Construction and modular builds, provided systems carry recognised structural warranties such as NHBC or BOPAS and are mortgageable for future buyers.

How Do Drawdowns and Site Inspections Work?

Funds are released in stages as works progress. An Independent Monitoring Surveyor verifies progress before each drawdown to ensure the project remains on track.

How Do You Repay a Development Finance Loan?

Development finance is typically repaid through the sale of completed units or by refinancing onto a longer-term facility.

What Happens If I Need More Time to Sell My Units?

If a scheme is complete but sales are ongoing, you may be able to transition to a Development Exit loan, subject to new underwriting and credit assessment or we may extend the existing loan.

Can I Keep the Units as a Long-Term Investment?

Yes. If your strategy is to retain units for rental income, we can discuss transitioning to a Build to Let facility following completion and tenancy.

Where in the UK Does BLG Provide Development Finance?

Our primary focus is England and Wales. Projects are assessed based on local market fundamentals, scheme viability and demand.

Is BLG Development Finance Regulated by the FCA?

Development finance provided to limited companies and SPVs is generally unregulated. BLG does not offer regulated residential mortgages for owner-occupiers but operates with professional transparency and industry best practice standards.

WHAT OUR CUSTOMERS SAY ABOUT US

"A challenging site like no other with every inch of the plot being built on and 12 apartments built-out through a driveway 2.5m wide off of a main high street with limited access rights, not to mention all the complexities associated with 13 Party Wall Agreements. Most lenders would not have had the vision for the scheme or the confidence in Spiller Builders to build out the scheme.  I just wanted to say how helpful the entire BLG team have been during the build. A very approachable and knowledgeable team, with a “can do” approach to lending. We will be looking to do more business with you for sure."

“We have used BLG for development finance for over 8 years. During that time we have found their knowledge and expertise in the property development industry to be second to none. Their loan process, pragmatic and flexible approach to lending and flexibility when required has supported our business needs throughout the period and provided us with support to deliver new homes in Bristol and the surrounding areas.”

“As property developers you never know the curve balls that you may get and a project that is great on paper may prove a bit more tricky.  This happened to us on a project that BLG have funded and throughout they have supported us.  Our business likes to be collaborative and when we hit those tough moments it really felt like we were working as a team with BLG.  If you have a decent project you can get it funded, but what you really need is a business that is there to support and advise you as well.  For us on this project it was BLG.”

“I approached BLG Development finance with an opportunity I had in Chesham, Buckinghamshire, to build 5 new build houses in 2021. My main contact was Anil Bains who is a Director covering Asset Management. Within very quick timescales, BLG provided me with indicative quotes in regards the finance levels they could offer me. Having considered those levels, I requested a valuation to be carried out which again was dealt with swiftly. We proceeded to completion. The build went very smoothly with monthly monitoring being carried out by BLG and monthly drawdown requests dealt with in a very timely manner. Due to a difficult time generally in the market in regards selling, I was in need of a six-month extension to the loan which again was appraised very quickly and granted. Having dealt with numerous funders over the last 20 years, I can only speak highly of my personal experience with BLG and would very confidently work with them again on any future projects. “

"From our side it has also been a pleasure working with BLG and the team there. We have found you easy to deal with, proactive in resolving any minor issues that have arisen through the project and shown great flexibility in working with us as a partner. We will certainly like to work with you on future partners."

“I really appreciate your hard work. We really like the way you communicate & I must say I haven't seen many people who are that approachable.”

“A very efficient processing team, dealing with the DD once deal credit approved, through to completion”

“Many thanks for your efforts on this one and getting it approved and sorted so swiftly, very much appreciated. I am sure I will be speaking to your over the coming months.”

“We had other funding options, but chose to use BLG again, as we work well with the team, who always provide very clear information and advice with a friendly approach throughout the funding process. Very efficient and always very helpful.”

“Many thanks Anil, it’s been a real pleasure working with BLG so far.  We’re lining up the next project too”

“We would recommend all staff we have dealt with at BLG, as we are very satisfied with the team and the initial offer/terms presented, then you and the funding team, through to the draw down team at valuation stage.”

“All documents are clear and the way you keep clients informed, all the way along the funding process, is refreshing for us”

“With regard to what should be improved at BLG, we work with many lenders in our business and we do not get the help and response we have had on the two projects with all at BLG on our funding for our developments.”

“We would particularly mention Dave Edwards and Tom Pitts as being central to having a smooth working relationship and being positive and helpful at all times. Their guidance in helping us navigate the project from inception to completion was invaluable. As was their patience, particularly at the beginning. We look forward to many future projects with the BLG team.”

“We would like to express our appreciation for your support on our development in Bristol. We were very pleased that, from the outset, you shared our vision of the project to convert a dated but classical building, that had outlived its usefulness as a school, into unique luxury apartments with views overlooking the city. We found our dealings practical and streamlined. Monthly payments were processed in an efficient and timely manner.”

“BLG are very good at communicating with clients and all documents are very clear and all at BLG are always happy to help.”
